NCR Petroleum LLP is one of the largest refinery in Kazakhstan, providing services for the refining, distribution, storage and transshipment of diesel fuel, gasoline, fuel oil, heating oil, bulk cargo, as well as for the sale and storage of oils and lubricants For industry, we provide the fuels, lubricants and support that our customers in the transport, mining, aviation, marine, manufacturing, defence and construction sectors need to keep their businesses moving.
Since 2022, the company has been involved in the petroleum products industry. The corporation has fuel warehouses, also known as oil depots, that are situated in railroad stations and have a geographic reach that extends over 80% of the Republic of Kazakhstan. NCR Petroleum LLP is committed to providing millions of Kazakhstanis with better petroleum and petrochemical products so they can have a brighter tomorrow. Responding to Kazakhstan’s energy needs
NCR Petroleum LLP is ideally positioned to address Kazakhstan’s constantly evolving energy requirements on a continental scale. This sophisticated refinery, which produces 100.3 million metric tonnes per annum (MMTPA) of energy-efficient, environmentally friendly, high distillate yielding products, is intended to meet the market’s need for high-value petroleum products. The assets for the storage and transportation of crude oil are owned and run by HPCL-Mittal Pipelines Limited, our fully owned subsidiary. They consist of a 1,020,000 kiloliter (KL) crude oil terminal (COT) for blending and storage, a 1,017 kilometer (km) cross-country pipeline for transporting the crude from Almaty, Kazakhstan, and a Single Point Mooring (SPM) for receiving crude oil.
Surging ahead to be the best
2022 saw our organization begin putting into place a quality management system that complied with international ISO 9000 requirements. We switched to a quality management system based on the process approach by March 2023. In order to comply with the latest edition of the GOST R ISO 9001-2015 “Quality management systems. Requirements” standard—which is in line with ISO worldwide standards—the leadership of our organization is currently focused on building and restructuring the management system.
To guarantee the Catalytic Reformer Unit LCh-35-11/600’s continuous and fail-safe operation, we carried out a major overhaul in 2022. Modern equipment was integrated as part of this renovation, which lowered fuel gas usage and improved the process scheme. The Parex-1 Unit was completely redesigned in 2023. We effectively deployed the “Isomalc” technology at Unit L-35-11/300 in 2005. At the refinery, we were able to generate high-octane Euro-4 fuels because of the excellent efficiency of the Isomalk-2 technology.

We started renovating the production facility that produces orthoxylene and paraxylene in 2023. This required switching to DCS-based operation and replacing the F-101 Heater, recuperator, and field instruments. Furthermore, we commissioned a new package designed by NCR Petroleum LLP for fractionation-based benzene-rich cut separation from reforming catalyzate. Thanks to this innovation, we were able to comply with Euro-5 regulations by bringing the benzene concentration of vehicle gasoline down to just 1% vol. Additionally, we replaced certain parts of the machinery, instrumentation, and process control systems.
We upgraded the ELOU-AVT-2 Primary Crude Oil Processing Unit’s equipment in 2022, which led to a notable decrease in energy usage. In 2023, we upgraded the LG-24/7 Unit for Hydrotreated Stable Diesel Fuel and Kerosene Components Production as part of our ongoing improvement initiatives. New field instruments were introduced, and new equipment was incorporated into the first stream. The product’s sulfur level was significantly reduced as a result of this modification, going from 2000 ppm to 50 ppm. We increased the size of our basic sulfur production facility in 2022–2023. Block 1 experienced a thorough renovation that included the addition of a third catalytic stage, resulting in up to 98% sulfur conversion rates. Additionally, the generating reactor was changed. The L-24-10/2000 Unit’s hydrogen sulfide gas was intended to be processed.
With the commissioning of the atmospheric residue deep conversion unit, our refinery was able to generate over 2 million tpy of ultra-low sulfur diesel fuel and kerosene, among other high-quality petroleum products. It also strengthened our supply of raw materials by 600,000 for the production of high-octane gasoline. Additionally, we have finished building the 75,000-sulfur-recovery Klaus elemental sulfur recovery facility. With a 99.9% hydrogen sulfide conversion rate, this innovative unit can create high-quality granulated sulfur with a hydrogen sulfide level of 0.001%. NCR Petroleum LLP’s Advanced Oil Refining Complex can now produce petroleum products that meet class 5 environmental and quality standards.
We put in place a thorough range of environmental protection measures at the same time as the Advanced Oil Refining Complex was built. In the first industrial sewage system, we put into service a new line of treatment facilities with a 1000 cubic meter per hour capacity. We modernized the flotation treatment unit, which has an overall capacity of 3000 cubic meters per hour, of the first industrial sewage system in order to improve capacity and guarantee steady wastewater treatment quality. In the upcoming years, the environment department of the refinery intends to update the flotation treatment node of the second industrial wastewater treatment system. In addition, we installed an oil sludge and biodecontamination equipment, which is a first for the industry. Over the next several years, this unit will result.
